Fast storage so NVME ssd probably. Believe Minecraft server want faster clocks so maybe an intel build.

Will probably use ethernet but would like a motherboard with wifi.

The smaller the better probably microatx since the parts for that are also cheaper. Want a cheap case since this is going to be sitting in a corner. Just want to keep most components cheap except for maybe the cpu and ram. Also would like around 16gbs or ram since 8 is not enough. Storage can be around 500gbs, probably don't need that much.

Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?

Might pickup a cheap case on ebay or something since I don't need too many features for a server case. Also would like a cpu with a igpu for display output if I want to do any troubleshooting.

Honestly an intel NUC is worth considering for your use case. Depending on where you are you can sometimes find them for a pretty good deal. Alternatively, for a minecraft server PC you can often find older hardware on Facebook marketplace and Kijiji. Depending on how many players you're expecting and what mods that might be sufficient. If you do decide to build, definitely don't waste money on a GPU. Either go Intel or get an AMD APU
